摘要
国家级高新区由于获批时间、所处区域以及创新发展水平的不同,表现出明显的代际差异。基于自组织理论对中国国家级高新区创新的自组织特性进行辨识,并描述了高新区创新自组织系统的功能、结构以及环境。构建国家高新区创新自组织系统的演进模型,通过对其创新自组织系统序参量的识别、混沌的边缘的界定以及"涨落—扩散—突变"机理的分析来表征其演进的过程,并剖析了新生代与一代国家高新区发展的差异。通过对镇江高新区和常州高新区这两个不同代际国家高新区的案例进行比较,文章认为镇江国家高新区创新自组织演进正处在从无序向有序的过渡阶段,其演进的方式是不断的制造并扩散涨落来实现突变;常州国家高新区正处在从现有有序状态向更加高级的有序状态演进的阶段,其突破方式是以中观层次带动微观和宏观层次的超循环演进。
The generational difference between China^National High-tech Zones are obvious because of the upgrading time,area and innovation development.The paper analyzes the characters,function,structure and environment of innovation self-organizing system of China National High-tech Zones,and describes the evolvement process by identifying the order parameter and the edge of chaos and analyzing the w fluctuation-diffusion-mutation”mechanism of the innovation system of High-tech Zone of China with a self-organizing evolvement model.The results of case comparison are as follows.Zhenjiang High-tech Zone is in the step of going from disorder to order,and the evolvement direction is to make and diffuse fluctuations and produce mutation;Changzhou High-tech Zone is in the step of going from low-level order to high-level order,and evolvement direction is hypercycle of micro-middle-macro level.
