反恐背景下欧洲情报体系的建设及其启示

On the Construction of European Intelligence System under the Counter-terrorism Background and Its Revelation

[目的/意义]研究欧盟及欧洲成员国反恐背景下的情报体系建设与应用情况,为构建具有我国特色的反恐情报框架出谋划策,从而构建安全领域的人类命运共同体。[方法/过程]分析并总结欧洲反恐背景下情报框架建设与改造的过程和得失从而来提炼经验。[结果/结论]情报体系之构建,需要充分利用并完善现有的情报数据库,加上"共同体化"的主体体系、法律体系,以及立法者、技术开发者和执法者达成协议。

[Purpose/Significance]This study on construction and application of counter-terrorism intelligence system in EU and European countries aims to help China to build a similar framework with the the country's characteristic,and thus build a community of shared future for mankind in the field of security.[Method/Process]The experience in Europe is extracted from analyzing and summarizing the process and gains of construction and transformation of European counter-terrorism intelligence framework.[Result/Conclusion]The construction of anti-terrorism intelligence system requires full utilization and improvement of the existing information databases,combined with the"communitized"main body system and legal system,and the legislators,technology developers and law enforcers should also reach an agreement.
