循证安全管理学:信息时代势在必建的安全管理学新分支

Evidence-based Safety(EBS) Management: A New Branch of Safety Management in Urgent Need to Be Established in Information Age

[目的/意义]循证安全管理是有效解决安全管理过程的安全信息缺失问题的新方法,是弥合安全管理科研与实践鸿沟的新范式。显然,以循证安全管理为研究对象的循证安全管理学,理应是当今信息时代势在必建的安全管理学新分支,其学科基本框架研究对促进循证安全管理学研究、实践与发展具有十分重要的理论与现实意义。[方法/过程]基于学科建设高度,提出循证安全管理学的定义,并分析其基本内涵。在此基础上,分别深入论证创立循证安全管理学的现实层面与理论层面的依据,并重点探讨循证安全管理学的4个主要学科基本问题,即学科目的、学科价值、学科性质与学科内容。[结果/结论]结果表明,建构循证安全管理学具有坚实而充分的现实依据与理论依据,本研究既可为循证安全管理学研究奠定坚实的学科理论基础,亦可为循证安全管理学研究、实践与发展提供清晰而严谨的宏观整体框架,有利于指导建构完善的循证安全管理学的学科理论体系。

[Purpose/Significance]Evidence-based safety(EBS)management is a new and effective approach to avoiding the lack of the necessary safety-related information for safety management,and narrowing the research-practice gap of safety management research and safety management practice.Obviously,EBS management as a new branch of safety management is in urgent need to be established in current information times.Therefore,it is of great theoretical and practical importance to study the outline of EBS management for promoting the research,practice and development of EBS management.[Method/Process]From the discipline construction,this paper proposes the definition of EBS management,and analyses its connotation.Meanwhile,this article fully proves the bases in the realistic level and theoretical level for establishing EBS management,and systematically discusses the four basic discipline issues of EBS management,including discipline purposes,discipline values,discipline features and discipline contents.[Result/Conclusion]Results of this study show that establishing EBS management has solid and sufficient realistic and theoretical bases,and they could not only lay discipline foundation for the EBS management research,but also draw a clear and strict framework for the EBS management research,practice and development,which will help guide the construction of a sound discipline theoretical framework for EBS management.
