智库治理能力的内涵与机理研究:基于智库服务政府决策视角

Connotation and Mechanism of Governance Capability of Think Tanks: from the Perspective of Think Tanks' Service-supported Government Decision-making

[目的/意义]针对智库服务政府公共决策服务现象,提出智库治理能力概念,拟为我国新型智库建设提供决策参考。[方法/过程]运用理论推演的方法,结合当前智库建设与发展现状,从治理理论角度界定了智库的理论内涵,从独立性、高质量和影响力3方面对智库治理能力进行了技术剖析,基于智库在国家治理体系中的地位与作用分析了智库的形成机理,基于智库服务政府决策视角阐述了智库治理能力的功能诉求。[结果/结论]认为我国新型智库必须加强智库研究视角、研究范式、组织形式和发展模式等方面的建设,努力提升服务政府决策的能力。

[Purpose/Significance]This article puts forward the concept of governance capacity of think tanks in view of the phenomena of"think tank service"and"government public decision-making service"and intends to provide decision-making reference for the construction of new thinking tanks in China.[Method/Process]The article uses the theory deduction method,combined with the current status of the construction and development of think tanks,from the perspective of governance theory,defines the connotation of think tank;analyzes the techniques involved in governance capacity from the three aspects of independence,high quality and influence,explores the formation mechanism of think tanks based on their status and role in the national governance system,and describes the functional demands of think tank governance capacity from the perspective of government decision-making based on the think tank services.[Result/Conclusion]It is concluded that new think tanks in China must strengthen their research perspective,research paradigm,organizational form and development mode,and strive to enhance the ability to serve government decision-making.
