摘要
在消费升级过程中,如何保障供给体系适合需求结构成为关注的焦点,却忽视了创新这一经济增长的动力。通过梳理供给理论与需求理论,明确了供给侧改革与需求侧改革间的关系。基于对经济发展动力的分析,指出:在消费升级的背景下,我国实施供给侧改革的重点在于经济结构的优化,需要在平衡需求侧和供给侧这两翼的基础上,通过创新驱动策略来实现。通过对创新内涵的丰富,认为创新不仅仅是从0到1,从1到N的拓展和对创新的集合式整合也是创新的重要组成部分。进而结合我国的发展和政策现状,从人口、大学、专利与知识产权、市场与政府的定位四个方面说明了创新驱动的实现要点。
In the process of consumption upgrading,how to ensure that the supply system is suitable for demand structure has become the focus of attention,but it ignores the impetus of the economic growth of innovation.By combing the supply theory and demand theory,the relationship between the supply side reform and the demand side reform is clarified.Based on the analysis of the driving force of economic development,it is pointed out that in the context of consumption upgrading,the emphasis of China's implementation of the supply side reform is the optimization of the economic structure,which needs to be achieved through the innovation-driven strategies on the basis of the balancing of the demand side and the supply side.Through enriching the connotation of innovation,we believe that innovation is not only from 0 to 1,but also the expansion from 1 to N and the ensemble integration of innovation are an important part of innovation.Then,combined with the current situation of China's development and policy,the essentials of innovation-driven implementation are illustrated from four aspects:population,university,patent and intellectual property,market and government positioning.
