河北承接产业转移与自主创新实证研究

An Empirical Research on Hebei's Undertaking Industrial Transfer and Independent Innovation

京津冀协同发展背景下,河北省承接了大量京津产业转移项目,而产业转移对承接地自主创新能力会产生影响.在研究国内外文献的基础上,运用河北省2007-2016年面板数据,就产业转移对河北省自主创新的溢出效应及自主创新的影响因素进行实证分析.研究结果发现,国际产业转移对河北省自主创新有显著的促进作用,而区际产业转移对自主创新总体溢出效应不显著;科技活动内部经费支出对河北省自主创新能力没有显著影响,科技活动人员数量对河北省自主创新产生溢出效应显著;提升地区自主创新能力不能仅依靠产业转移的技术外溢效应,更要注重人力资本的培育,完善科研奖励制度,营造鼓励自主创新的社会氛围.

Under the background of the coordinated development of Beijing-Tianjin-Hebei,Hebei province undertook a large number of Beijing-Tianjin industrial relocation projects.Industrial transfer has an impact on the capacity of undertaker’s independent innovation.Based on the research of literature at home and abroad,this paper carried out empirical research on the spillover effect of industrial transfer on Hebei’s independent innovation and the influence factors of independent innovation,with panel data from 2007 to 2016 in Hebei province.The results show that the international industrial transfer has significantly promoted the independent innovation of Hebei province,but the spillover effect of interregional industry transfer on independent innovation is not so significant;appropriation expenditure within science and technology activities does not significantly affect the independent innovation capacity of Hebei,but the number of science and technology staff exerts a remarkable spillover effect on the independent innovation of Hebei province;The improvement of regional independent innovation ability can not only rely on the technological spillover effect of industrial transfer.More attention should be paid to the cultivation of human resources,improvement of scientific research reward system and building of social atmosphere for independent innovation.
