欧盟医院技术评估项目对中国的启示

The implications of adopting hospital-based health technology assessment in the European Union for China

欧盟在2012年正式在全欧洲的战略层面开展基于医院的卫生技术评估(hospital-based health technology assessment,HB-HTA)专项研究工作,已经形成的医院技术评估相关工作经验非常值得中国借鉴。文章通过总结欧盟基于医院的卫生技术评估(Ad Hop HTA)项目的基本信息与开展情况,并通过分析全球18个国家31个案例的HB-HTA实践经验,从学科发展与提升、国家政策制定、医院采购模式、利益相关者参与、创新技术转移和数据收集分析机制等层面提出了我国发展HB-HTA的实施建议,为我国启动与推进HB-HTA工作提供参考。

In 2012,the European Union(EU)formally launched a special study on hospital-based health technology assessment from the strategic level all over Europe.At present,there is work experience related to hospital-based health technology assessment,and it is well worth learning for China.By summarizing the basic information and development situation of adopting hospital-based health technology assessment in the EU(AdHopHTA project),and analyzing the practical experience of 31 cases in 18 countries around the world,the paper made suggestions for the implementation of hospital-based health technology assessment in China from the aspects of discipline development and promotion,national policy formulation,hospital purchasing model,stakeholder participation,innovated technology transformation,and data collection and analysis mechanism etc.It would provide references for launching and promoting hospital-based health technology assessment in China.
