中蒙俄经济走廊框架下的辽宁制造业产能合作

Production capacity cooperation of Liaoning manufacturing industry under framework of China-Mongolia-Russia Economic Corridor

加快推进中蒙俄经济走廊框架下的制造业产能合作对于辽宁在开放条件下实现产业转型升级意义重大。在比较视野下,利用能力结构关系模型定量分析辽宁与俄罗斯、蒙古两国制造业能力结构水平、匹配性及利益分配关系,指出辽宁现阶段开展制造业产能合作应以俄罗斯为重点,将蒙古作为潜在的合作对象。在产能合作中,具有能力结构优势的辽宁应充当主动推进的一方。利益获取的不对称性可能导致俄蒙两国合作动力不足,对此,辽宁应坚持互利共赢的共建原则,在包容式发展理念下积极探寻合作机会。

It is of great significance to accelerate the production capacity cooperation under the framework of China-Mongolia-Russia Economic Corridor for Liaoning to realize industry transformation and update under the open condition.In a comparative perspective,the capacity structure relationship model is used to quantitatively analyze the manufacturing capacity structure level,the matching and the interest distribution relationship between Liaoning and Russia and Mongolia.It is found that the production capacity cooperation of Liaoning Province at the present stage should focus on Russia,and Mongolia should be a potential partner for cooperation.In the capacity cooperation,Liaoning Province should act as a party to the initiative since it has the advantages of capacity and structure.The asymmetry of the interests acquisition may lead to insufficient power of cooperation between the Mongolia and Russia,in which Liaoning Province should adhere to the principles of mutual benefit and win-win construction,and actively seek the cooperation opportunities with the philosophy of inclusive development.
