中国与缅甸边境地区卫生跨境合作机遇及挑战

Opportunity and strategy of cross-border health cooperation between China and Myanmar

目的分析中缅间跨境卫生合作机遇与挑战。方法 2017年5~7月,网络查询相关文献。以参与中缅卫生跨境合作及缅甸卫生部人员为访谈对象,进行半结构式访谈收集中缅间卫生合作协议、在缅甸中资公司、中方边境医疗机构跨境合作情况。结果中缅间有双边卫生合作协议支持卫生合作,有"重见光明"等跨境合作示范。有占外资投入26%的中资公司平台,中方一侧健全优势的医疗设施及服务能力,为中缅间卫生跨境合作提供了多样化选择。但应考虑对方需求为合作前提。结论开展跨境"一带一路"卫生合作,应从卫生公益及单一具体活动开始。

Objective To analyze the opportunity and strategy of the cross-border health cooperation between China and Myanmar.Methods From May to Ju1y,2017,internet inforymation between 2012 to 2017 was co11ected,inc1uding inter^^iew-s with the cross border project involved medical officia1s,Ministry of Hea1th,Myanmar.Semi-structure interview,out1ines"were performed to co11ect hea1th cooperation agreement,cross border hea1th opinion,avai1ab1e cooperation p1atform from Chinese company in Myanmar,present cross border medical cooperation activities.Results There were Sino-Myanmar bilateral health agreement,"brightness mission"as pilot model.Chinese enterprises accounted for 26%of the total foreign investment in Myanmar,which provided platform and opportunity for cross-border health cooperation.There were strong and perfect comprehensive medical facilitates and abilities along the border on China side,diversified medical seryices could be provided.How,ever,it is necessary to consider health priority concerns on Myanmar side.Conclusion It should begin with public health and a single specific activity to conduct the cross-border"One Belt and One Road”health cooperation.
