隆德县渝河灌区农业水价综合改革成效

Comprehensive reform effect of agricultural water price in Yuhe irrigated area of Longde County

本文以隆德县渝河灌区水价综合改革为例,通过完善渝河灌区工程计量设施、健全农民用水者协会、确定合理水价形成机制及建立健全精准补贴和节水奖励机制四项措施完成渝河灌区水价综合改革。通过农业水价改革的推行,促进了水资源的合理配置,群众的水权意识和水商品观念逐步树立,一定程度上实现了由"要我节水"到"我要节水"的转变。

In the paper,comprehensive reform of water price in Yuhe irrigated area of Longde County is adopted as an example.Comprehensive reform of water price in Yuhe irrigated area is completed through perfecting engineering measurement facilities of Yuhe river irrigated area,improving the farmer water association,determining reasonable water price formation mechanism,establishing and improving the precise subsidies and water saving incentive mechanism.The implementation of agriculture water price reform is described for promoting rational configuration of water resources,water right consciousness and water commodity concept of the masses are gradually established,thereby partly realizing the transformation from‘being forced to save water’to‘desiring to save water’,and reaching the viewpoints of win win among economic,ecological and social benefits.
