唐山市曹妃甸区水资源使用权探析

Analysis on water resources use right of Tangshan Caofeidian District

本文通过对河北省唐山市曹妃甸区的供水、用水以及水资源概况的统计分析,研究了唐山市曹妃甸区生活、工业、城镇公共、渔业及生态等用水情况,依据《河北省水权确权登记办法》对本地区农业可分配水量进行计算分析。探索建立了水权水市场制度,突破了农业水价改革难题,为促进水资源保护提供参考依据。

In the paper,water supply,water use and water resources survey in Tangshan Caofeidian District of Hebei Province are statistically analyzed,thereby studying local water use conditions in the aspects of daily life,industry,urban public sector,fishery,ecology,etc.Local agriculture distributable water quantity is calculated and analyzed according to‘Water Right Affirmation Registration Measures in Hebei Province’.Water right water market system is established,breaking through agricultural water price reform difficulties,and promoting protection of water resources.
