关于提高湖泊退田还湖工程经济效益的思路探索

退田还湖工程属发挥防洪、生态效益的公益性工程。退田还湖工程在推进过程中,存在工程投资及征地移民补偿成本高和地方政府经济承受能力有限的矛盾。本文提出了经济合理的退田还湖工程具体措施和全面系统的项目开发模式,以保证退田还湖工程的顺利实施。

The project of returning farmland into lake belongs to a public welfare project of flood control and ecological benefit.There is a contradiction between project investment land requisition compensation and limited local government economic ability during the project of returning farmland into lake.Concrete measures for economic and rational project of returning farmland into lake as well as comprehensive project development mode are proposed in the paper,thereby ensuring smooth implementation of project of returning farmland into lake.
