Development Conception and Thinking of Purchasing Cloud Platform in Water Supply Industry

建设一个数字化、透明、集中管理、自动调度和分布式的云计算平台,是当下许多企业都在尝试的一条新兴的信息化发展道路。笔者结合对云计算技术发展的认识和对供水行业内部采购规程的理解,分析云环境下供水企业采购联盟构建的必要性和可行性,分析云供应与采购联盟结合的特点,阐析云环境下的内部采购管理和联盟采购服务的实现过程。旨在提出一种促进信息技术和数据资源高效利用的供水行业采购管理数据云的总体架构思路,供相关企业和同行参考。

The construction of a cloud computing platform based on digitization,transparency,centralized management,automatic scheduling and distribution is a new information development road which many enterprises are trying to make.Combined the knowledge of the development of cloud computing technology and the understanding of the internal procurement rules in the water supply industry,this paper analyzes the necessity and feasibility of the construction of water supply enterprises in the cloud environment,expounds the characteristics of the combination of cloud supply and purchasing alliance,explains the process of internal procurement management and alliance procurement service in cloud environment.The aim of this paper is to propose a general framework for the management of data cloud in the water supply industry to promote the efficient use of information technology and data resources for the relevant enterprises and their peers.
