民族地区旅游扶贫多主体参与模式探析——以四川省马边彝族自治县为例

Multi-stakeholder Cooperation Model in China's Pro-poor Tourism: A Case Study of Mabian Yi Autonomous County in Sichuan Province

如何协调少数民族地区各利益主体之间的诉求,使之协同合作,促进当地社会、经济与文化的可持续发展是我国旅游扶贫现阶段所面临的巨大挑战。四川省马边彝族自治县为中国典型的贫困山区县,在参与当地旅游扶贫项目规划过程中,通过实地深度访谈与定性分析,剖析了当地扶贫现存的问题。并基于利益相关者的理论视角,利用文献资料和调研资料构建了涉及政府、本地企业、外来企业、当地居民、公益组织、高校科研机构以及旅游者为核心的多主体参与旅游扶贫理论框架,明确了各利益主体在旅游扶贫实践过程中所应扮演的角色和作用。

How to coordinate the interests among various stakeholders so as to cooperate with each other to promote the sustainable development of local society,economy and culture is a great challenge for China’s tourism poverty alleviation.Take Mabian Yi Autonomous County as a case study,this research analyzes the difficulties and challenges in the pro-poor tourism practice of China’s ethnic minority areas from the perspective of stakeholders.Based on the findings,the paper proposes a multi-agent participation model of pro-poor tourism and clarifies the role of each stakeholders.
