厦门市政府购买医疗责任保险服务现状与完善

Current situation and improvement measures of Xiamen municipal government's purchase on medical liability insurance service

从厦门市医疗责任保险的社会公益性入手,结合分析厦门市医疗责任保险的发展历程和模式对比,提出厦门市政府购买医疗责任保险服务存在的保险公司承保积极性缺乏、政府给付不足、政府购买范围狭窄、政府对理赔环节重视不足及监管方式有待改进等现状与问题,建议采取强化政府激励、加强政府给付、扩展购买范围、重视理赔服务、改进监管方式等措施,完善医疗责任保险服务。

Based on the social public welfare of Xiamen medical liability insurance and connected with the analysis on the development course and the mode comparison of Xiamen medical liability insurance,the existing problems of Xiamen government's purchase on medical liability insurance service were listed,such as insufficient insurance company's underwriting enthusiasm,short of government administrative supply,narrow scope of service,lack of government attention on claim settlement,etc.Correspondingly,several measures were proposed to improve these problems,including strengthening government incentives,increasing administrative supply,expanding service scope,emphasizing claim settlement service,improving government supervision and so on.
