A Study on the Training Courses of Newly Recruited Civil Servants from the Perspective of Sociology

摘要 经过二十多年的探索和实践,公务员初任培训在培训内容和操作模式方面已形成基本规范,为我国公务员制度的贯彻落实、新录用人员顺利适应政府工作发挥了重要作用。初任培训课程以政策为依据,是社会选择的结果,在不同的发展阶段呈现不同特点。同时,初任培训课程发挥着个体角色转变和政府组织形象塑造的社会功能。在制定初任培训课程过程中,应根据培训需求和目标,充分考虑社会因素的影响和作用,随着社会动态发展不断完善课程体系。 Through more than 20 years of exploration and practice,the training of newly recruited civil servants has formed basic norms in training contents and operation modes,playing an important role in the implementation of China s civil service system and the new recruits adapting to the government s work smoothly.Taking the official policy as basis,the training courses of newly recruited civil servants are the result of social selection,and presents different characteristics at different stages of development.Moreover,the training courses undertake the social function of individual role transformation and building government s image.In the process of setting up the initial training courses,training should give full consideration to the influence and function of social factors according to the training needs and objectives,and perfect the curriculum system with dynamic development.
