Research on the Reform of Defense Intelligence Integration of U.S. Defense Intelligence Agency after the Cold War

[目的/意义]美国国防情报局围绕国防情报集中化整合而进行的改革是一场顺应冷战后国际安全环境变化的重要变革,对正值国防军队编制体制调整的我国具有重要的借鉴意义和参考价值。[方法/过程]通过剖析此次改革的主要途径和举措来完整还原改革全貌,同时更加注重探究美国国防情报局此次改革的动因、成效和不足,得出更具参考价值的一般规律性结论。[结果/结论]通过改革,国防情报局进一步整合了国防情报界和战场情报资源,并且提高了国防情报局在国防情报界中的地位,有效应对了冷战后国际安全环境的变化、情报资源的削减和战场情报需求的增加,但改革也存在规划不够完善,因妥协而使得改革结果不够彻底等问题。

[Purpose/Significance]The reform of the U.S.Defense Intelligence Agency on the integration of national defense intelligence is an important change that conforms to the changes in the international security environment after the Cold War.Since China is adjusting the defense system,the reform is of great significance and reference value for China.[Method/Process]The study tries to completely restore the whole picture of the reform initiated by the U.S.Defense Intelligence Agency through analyzing its main approaches and initiatives,with more emphasis being paid on the motivation,effective results and shortcomings of the reform,and draws general conclusions of more general value.[Result/Conclusion]Through the reform,the Defense Intelligence Agency further integrated the intelligence resources from both defense intelligence community and battlefield,improved the role of the U.S.Defense Intelligence Agency in the defense intelligence community,and effectively responded to the post-Cold War international security environment changes,information resources reduction and increased battlefield intelligence demands,however,there are certain aspects of the reform that are not ideal,such as imperfect planning,and the unsatisfactory results because of the compromises involved.
