试论反恐战略决策与情报良性互动的障碍及我国应对之策——以美国2003年发动伊拉克战争决策失误为视角

The Research on Interactive Relationship between Anti-Terrorism Strategy Decision and Intelligence and Our Nation's Policy

[目的/意义]反恐战略决策与情报良性互动是确保反恐怖斗争胜利的关键。二者之间的关系受诸多因素的影响。厘清二者的互动规律具有重要的意义。[方法/过程]伊拉克战争体现了反恐战略决策与情报之间复杂的互动过程。因此,以这场战争的决策失误为切入点,结合鲜活的事例对本课题进行研究。[结果/结论]通过研究发现,反恐战略决策与情报之间的良性互动深受决策者意志、情报对于决策与生俱来的依赖、决策对于情报的使用等诸多要素的影响。对于我国而言,必须从建强情报体系、完善反恐战略决策模式和发挥情报对决策的引领作用三个方面来克服相应的障碍。

[Purpose/Significance]The good interactive relationship between anti-terrorism strategy decision and intelligence is a key factor that ensures anti-terrorism activities successfully.The relationship of them was influenced by many factors.[Method/Process]Iraq war explains the complex relationship between decision and intelligence.So this paper is at the eyes of the war's decision fault with reality and lavish instance to discuss some views.[Results/Conclusion]Good interactive relationship between anti-terrorism strategy decision and intelligence is effected by many factors,such as decision makers'will,extent of intelligence relying on decision,decision on how to use intelligence and so on.To our nation,we must adopt three methods:to develop strong intelligence system,consummate anti-terrorism strategy decision mode,and bring into play the function of intelligence steer decision.
