摘要
[目的/意义]针对新时期下科技创新智库建设中存在的创新需求侧和供给侧的能力机制问题,通过对科技创新智库的机制研究,全民提升智库的建设治理水平。[方法/过程]通过文献归纳分析了科技创新智库的内涵、运行机理以及建设特征及机制,在此基础上采用文献统计分析对我国科技创新智库建设中存在的问题进行分析,同时开展提升科技创新智库建设水平的机制研究。[结果/结论]研究发现,当前我国科技创新智库建设主要存在两大问题,分别是创新需求侧缺乏科学的引导机制以及创新供给侧的基础能力缺位等。基于以上问题,从资源共享、多元治理、网络结构一致性、智库团队组织的激励、信任及培训等方面提升了科技创新智库的整体治理水平,契合新时代发展的多重需求。
[Purpose/Significance]In view of the existing mechanism of innovation demand side and supply side under the construction of science and technology innovation think-tanks in the new period,the whole nation enhances the construction and management level of think tanks through the mechanism research of science and technology innovation think tanks.[Method/Process]Through the literature,the connotation,operation mechanism and construction characteristics and mechanism of S&T think tank are summarized and analyzed.Based on this,the paper analyzes the problems existing in the construction of S&T think tank in our country based on the literature statistical analysis.At the same time,it carries out the mechanism of improving the construction level of S&T think tank study.[Result/Conclusion]The study found that there are two major problems in the construction of China's science and technology innovation think-tanks at present,namely,the lack of a scientific guiding mechanism on the innovation demand side and the absence of the basic ability on the innovation supply side.Based on the above issues,the overall governance level of science and technology innovation think tanks has been upgraded from the aspects of resource sharing,multiple governance,consistency of network structure,encouragement,trust and training of think tank team organizations,to meet the multiple needs of the development of the new era.
