自媒体时代网络舆情政府回应困境与消解路径

The Dilemma and Solution of Government's Response to Online Public Opinion in We Media Era

[目的/意义]自媒体时代信息传播特点使网络舆情生态环境变得复杂多变,政府能否及时有效回应,将直接关系到网络舆情走向和社会和谐稳定。学术界针对自媒体时代网络舆情政府回应面临困境及如何消解困境的研究成果不多且分析不够全面。[方法/过程]通过探寻自媒体时代信息传播特点与公共事件网络舆情生成的关联,从自媒体时代信息传播特点和政府回应现状两个方面分析网络舆情政府回应面临的困境。[结果/结论]发现政府回应面临预警技术不足、回应被动,管理条块分割、回应行动迟缓,人治思维影响、回应话语失范和制度不完善、回应责任意识淡薄方面的困境,消解政府回应困境须加强预警技术化水平,建立政府回应联动机制,规范政府回应话语,完善政府回应监督问责制度,形成制度化、规范化、程序化和系统化的网络舆情政府回应长效机制。

[Purpose/Significance]We Media makes the ecological environment of online public opinion complicated,and whether government can respond to online opinions timely and effectively directly relates to the trend of online public opinion and social harmony.At present,there is little research on the dilemma and solution of government's response to online public opinion.[Method/Process]This article explores the relevance between We Media transmission and online opinions of public events,and analyzes the dilemma of government's response from the perspectives of We Media transmission characteristics and current situation of government's response.[Result/Conclusion]The results show that there exist many problems,such as lacking early-warning techniques,responding in a passive,fragmented,slow and tactless way,influence of man-run management sense,incomplete response system and weak responsibility consciousness.To solve the dilemma,the government should improve the techniques of early warning mechanism,establish joint-action mechanism,regularize government's discourse,develop accountability system and form a long-term mechanism with institutionalization,standardization,sequencing and systematization.
