新疆哈密市美丽乡村建设现状与对策

Present Situation and Countermeasures of Beautiful Countryside Construction in Hami City XinJiang Uygur Autonomous Region

自从哈密市确定为新疆美丽乡村建设的试点县市以来,经过近两年的建设,其村容、村貌明显改善,美丽乡村建设成效显著,并取得了一些好的做法和经验。但仍存在着长效机制不健全、农民主体意识不强、融资渠道单一、环境整治措施不完善、缺乏协调联动机制等问题。为加快美丽乡村建设,本文从强化领导协调机制、提高工作效率,扩宽领导思路、加强农民意识,打造县域品牌、带动产业发展,构建以治理为核心的农村生态环境保护体制,建立投融资机制等5个方面提出了相应对策措施建议。

Hami City was identified as a pilot county for the construction of beautiful villages in Xinjiang.After nearly two years of construction,its village appearance have been significantly improved.The beautiful rural construction has achieved remarkable results with some good practices and experiences gained.However,there were still some problems such as the long-term mechanism imperfect,the farmer's subjective consciousness was not strong,the financing channels were single,the environmental rectification measures were imperfect and the coordination and linkage mechanism were not enough.In order to speed up the construction of beautiful rural areas,this article would strengthen the leadership coordination mechanism to improve work efficiency,broaden the leadership ideas and enhance farmers'awareness,build the county brand and promote industrial development,build a rural eco-environmental protection system with governance as the core,establish a mechanism for investment and financing and other five aspects put forward the corresponding countermeasures and suggestions.
