组织公平和群众参与对贫困户识别满意度的影响--基于西藏646户农牧民的实证分析

Study on the Determinants of the Degree of Farmers and Herdsmen's Satisfaction at Poverty Identification with Organizational Justice and Mass Participation perspective:Base on 586 Household Survey Data in Tibet

贫困户识别是精准扶贫的基础。本文依据西藏646户农牧民入户调查数据,描述了村民对贫困户识别满意度的现状,并从组织公平、群众参与的视角,运用阶层回归方法,分析了村民对贫困识别满意度的影响因素。研究结果表明:村民对贫困户识别满意度不高;分配公平、程序公平和沟通公平对村民贫困户识别满意度有显著的正向影响;贫困户识别中群众参与率低,但影响显著;另外,家庭人均收入对贫困户识别满意度有显著的正向影响。因此,拓展农牧民收入渠道、加强群众参与、优选识别人员解答村民疑问、识别程序公开等可以在提高村民满意度的同时促进贫困户的精准识别。

Poor identification is the basis of the targeted poverty alleviation.Basing on 586 household survey data in Tibet,this paper describes the the degree of farmers and herdsmen’s satisfaction at poverty identification,and using the hierarchical regression model analyses the influence factors and degree from the perspective of organizational justice and mass participation.The results showed that the degree of villager’s satisfaction at poverty identification is not high.Distributive justice,procedural justice and communication fair have significant positive influence on the degree of satisfaction.The rate of mass participation is low,but the effect is remarkable.Besides,average family income have significant positive influence on the degree of satisfaction.So,Expand the income of farmers and herdsmen channels,strengthen the masses participation,optimizing identify personnel,solve the villagers doubt.Open the selection process will improve the villagers satisfaction and promote the poverty identification.
