数字经济发展及国际收支统计方法研究

近年来,数字经济飞速发展,2016年数字经济总量已经占到中国GDP的30.61%,2017年数字经济首次被写入《政府工作报告》。以电子商务为典型代表的数字经济具有经营主体虚拟化、交易形态高度碎片化以及支付电子化等特点,这些特点使得数字经济的国际收支统计成为当下的难题。本文将数字经济应用的行业领域分为四大类,分析了数字经济应用领域里国际收支统计存在的漏统计、错统计以及比特币监管盲区等问题,并初步提出了改进建议。

In recent years,the digital economy has developed rapidly.In 2016,the digital economy accounted for 30.61%of China’s GDP,and the digital economy was first written in the Report of Government in 2017.The digital economy with e-commerce as the typical representative has characteristics of virtual operating,highly fragmented trading and electronic payment,and these characteristics make the international balance of payment statistics of the digital economy become a problem.The paper divides industry fields applying the digital economy into four categories,analyzes leakage and fault in international balance of payment statistics in the fields applying the digital economy as well as the regulation fade zone of Bitcoin.In the end,the paper puts forward improvement suggestions.
