Through a careful study of historical records, this paper reveals how the political system in the Hong Kong Special Administrative Region has come into being, a system that features administration dominating, legislation and administration interacting, and jurisdiction independent. It points out that this system is a unique regional system in the world and explains why it is not the separation of the executive, legislative, and judicial powers. The paper further criticizes the group of people in Hong Kong who use the power separation mode to distort the current political system.
