基于国际经验视角的我国外资办医存在的问题及对策分析

Analysis on Current Problems and Strategies of Establishing Medical Institutes with Foreign Direct Investments in China from Perspective of International Experience

以政策分析为切入点,通过对拥有良好外资办医管理经验的国家及地区相关政策及运行实践的梳理、总结和比较,结合我国医疗服务市场和外资办医现状,尤其是专门法律法规缺乏、设置规划不清晰、准入条件不完善、审批缺乏效率等方面的问题,提出相关建议:适当提高立法层次,设立专门的规管体系;科学规划设置与布局,公布公开区域规划;改善准入审核机制,明确列出否定条件;确立停业或退出机制,实行差异化退出管理。

This paper analyzed and compared policies,regulations and implementations on the access,supervision and withdrawl mechanism of medical institutions with foreign direct investment in parts of the developed countries and regions.Based on the analysis and current situation of healthcare market,this paper proposed stategies and suggestions involving:raising the legislation level properly,establishing unique regulation system,improving and specifying regional planning,enchancing publicity and transparency of regional planning,improving accreditation mechanism,listing specific conditions of denial,establishing mechanisms for shutdown,and implementing differential management on withdrawal of medical institutions with foreign direct investment.
