试点二级学院综合改革,既是加快发展现代职业教育的时代要求,也是建设优质高职院校的必经之路。试点二级学院改革探索要认识到改革的难度与过程性,要明确改革的初始目标,要厘清涵盖人、财、事权下放的改革内容。以"放管服"为契机,推动改革;以重大项目为抓手,落实改革;以培养方式的转向,引领改革;以组织机构和制度建设,实施改革。

Comprehensive reform of pilot secondary schools is a demand of the time of speeding-up development of modern vocational education and an only route to construct high quality higher vocational schools.To explore reform of pilot secondary schools,it is needed to learn about the difficulty and processness therein,to set clear its initial objective and to clarify the contents of reform covering such aspects as downward transfer of rights of personnel,finance and business.Reform is to be promoted taking the opportunity of“Downward Transfer,Management and Service”,to be carried through paying attention to major projects,to be instructed and led with transition of cultivation mode,and to be implemented with construction of institutional framework and system.
