实施“法德一体”模式 提升社会治理水平研究——以山东省日照市为例

To Improve Social Governance Level by Implementing the Pattern of “Integration of Law and Virtue”——Taking Rizhao City of Shandong Province as an Example

习近平在十九大报告中强调:"坚持依法治国和以德治国相结合,……提高全民族法治素养和道德素质。"当前,日照市正处在"追赶、摘帽"之路上,许多矛盾纠纷需要及时预防和化解,必须坚持依法治国和以德治国相结合,这对于进一步提高日照市社会治理创新能力,为提前全面建成小康社会营造良好的法治环境、优质的服务环境和文明的人文环境,建设平安日照、法治日照、文明日照具有十分重要的意义。

In the report of the 19th National Congress of CPC,Xi Jin-ping emphasized“to adhere to the principle of governing the country by the combination of law and morality,...to improve the quality of nation’s rule of law and morality.”Currently,Rizhao City is on the reforming road,many contradictions need preventing and resolving timely.Insisting on the combination of governing the country by both law and morality is of great significance to the further improvement of Rizhao City's social governance innovation ability and the construction of a well-off society in an all-round way with good legal environment,high-quality service environment and civilized humanities environment,making Rizhao be a peaceful,legal and civilized city.
