立足新时代大力推进融通创新加快建设创新型国家的思考

On Advancing Vigorous Integrative Innovation and Accelerating the Construction of Innovative Country in New Era

党的十九大报告作出了"中国特色社会主义进入新时代"的重大判断。与此同时,我国的科技创新也从"全面跟踪"进入跟跑、并跑、领跑"三跑并行"的历史新阶段。新时代的发展需求和科技创新的新态势,对科技创新工作和创新模式提出了新要求。科技创新重在推进"五个融通",即融通供给和需求,融通科技和经济,融通基础研究、应用研究和产业化,融通军口和民口,融通区域和国际。为推进融通创新、加快建设创新型国家,应围绕实体经济打造开放式创新网络,多渠道多层次多方式打造创新平台,培育壮大新型研发机构,加大科研项目联合实施力度,大力推进跨区域协同创新和科技扶贫,深度融入全球创新体系,促进科技军民融合。

The 19th National Congress of the Communist Party of China has made a major judgment that socialism with Chinese characteristics has entered a new era.Meanwhile,China has transformed from a follower in every aspects to a mixed role in science,technology and innovation(STI),which means that it is a follower,a runner on par with its competitors and a leader simultaneously in international innovation race.The demand for the development of the new era and the new trend of STI have put forward new requirements for the governance and the mode of STI.The key to STI is to prowote integration in five dimensions,namely,integrating supply and demand,integrating science technology and economy,integrating basic research,applied research and industrialization,integrating military and civil research,and integrating regional and international innovation.To promote integrative innovation and accelerate the construction of an innovative country,we should create an open innovation network focusing on real economy,develop innovation platform in multi channels and different ways,foster the development of new R&D institutions,advance the joint implementation of research projects,promote cross-regional integrative innovation and poverty alleviation through science and technology,get deeply involved into the global innovation system and enhance military and civilian integration on research.
