考虑碳排放指标的中压配电网规划方案评估方法

Evaluation method of medium voltage distribution network planning scheme considering carbon-emission indexes

为适应低碳经济和可持续发展的大环境,考虑将有关碳排放的指标用于配电网规划评估,将评估体系与环保指标挂钩,符合电网企业的发展理念。以提升配电网供电能力为规划目标,考虑低碳性指标,提出了从协调兼容性、供电质量、经济效益性和低碳性等4个方面评估配电网规划方案的评估体系,并通过改进层次分析法进行分析。以某市中压配电网实际数据为算例,进行了配电网的改造规划,对产生的规划方案进行了评估。算例结果表明:所提方法能够评估城市中压配电网的规划方案,评估过程中,改进的权重处理过程减小了主观偏差的影响。

In the environment of low.carbon economy and sustainable development,the carbon.emission indexes are added into the distribution network evaluation system which is linked with environmental protection and is also in accorded with the development idea of power grid enterprises.Considering the carbon.emission indexes and planning objective of promoting maximum power supply capability,a comprehensive evaluation system is established based on the compatibility,quality of power supply,economy and low.carbon to evaluate the planning schemes.The analytic hierarchy process has been improved to analyze the evaluation system.The data of an actual urban medium voltage distribution network are used to plan and evaluate the distribution network.The result shows that the proposed method could evaluate the planning scheme of urban medium voltage distribution network and the improved weight handling process reduces the influence of subjective deviation to some extent.
