根据中央提出的构建开放型经济的目标要求、总体框架和主要内容,十九大以后,构建开放型贸易新体制,应重点构建进口开放型新体制、跨境电子商务新体制、探索建设自由贸易港等;构建开放型投资与金融新体制,应营造更优的外商投资环境、深化对外投资体制改革、深化外汇管理体制改革等。

According to the Chinese government's main targets and overall framework of construct an open economy,after the 19th CPC National Congress,To build a new open system of trade,it is essential to do more work on promoting the optimization of imports,facilitating cross-border e-commerce,exploring the establishment of China’s Free Trade Port areas,etc.To build a new open system of investment and finance,the government should create a better environment for foreign businesses,deepen the systems reforming for Chinese overseas investment,and innovate institutions for foreign exchange administration.
