精准扶贫战略中文化扶贫的理性思考--以江西省为例

A Rational Thinking about the Poverty Alleviation through Cultural Development in the Precise Poverty Alleviation Strategy——A Case of Jiangxi Province

本文梳理了江西革命老区的扶贫历程和扶贫方式,指出以往"输血式"和"造血式"扶贫方式存在的问题,认为在当下精准扶贫战略中走文化扶贫之路是脱贫的有效方式。并提出文化扶贫的具体措施,认为要深入调查摸底,准确把握文化扶贫需求;加快文化事业建设,提高文化供给质量;打造文化产业,丰富有效文化供给;提升文化素养,增强脱贫精神动力;优化供给结构,打造多元供给机制,以实现江西贫困地区从文化脱贫到经济脱贫的转变。

This paper analyzes the process and methods of poverty alleviation in the old revolutionary base areas of Jiangxi.It is figured out that there are problems in the poverty alleviation of“blood transfusion”and“blood production”types,and it is argued that the poverty alleviation through cultural development is the correctly way of precise poverty alleviation.Besides,this paper brings forward some specific measures for poverty alleviation through cultural development:deeply investigate the basic conditions and correctly grasp the demand for poverty alleviation through cultural development;accelerate the development of cultural undertaking and improve the quality of cultural supply;build the cultural industry and enrich the effective cultural supply;improve the people's qualities in culture and increase the spiritual drive for poverty alleviation;and optimize the supply stnxcture and form a diversified supply mechanism,so as to realize the transformation of the poor areas in Jiangxi from overcoming poverty culturally to overcoming poverty in economy.
