可持续脱贫:新时代中国农村贫困治理的一个分析框架

Sustainable Anti-Poverty:an Analysis Frame on China's Rural Poverty Governance in New Times

随着"十三五"脱贫攻坚战的顺利实施,到2020年之后中国将以彻底摆脱绝对贫困的崭新面貌开启现代化的新征程。在集中连片特困地区仍将面临相对贫困的问题。如何让这些地区的农村贫困人口实现可持续脱贫,成为新时代一个迫切需要破解的重大课题。借鉴可持续生计分析方法和可行能力等理论,提出了一个新的分析框架:坚持以人民为中心和共享发展的基本理念,以推动贫困人口可持续脱贫,实现贫困人口"质的飞跃"作为目标导向,以改善贫困人口脆弱性背景作为前提条件,以贫困家庭生计资本持续扩张作为重点领域,以增强贫困人口自我发展能力作为关键环节,通过构建多元化的贫困治理主体和贫困治理机制的创新,实现新阶段中国农村贫困治理目标。

With the smooth implementation of anti-poverty campaign in the“13th-five years plan”,up to 2020,China will start a new modernized journey with a brand-new look after shaking off absolute poverty.But in the new times,in some concentrated areas,there still exist the problems of relative poverty.How to help those poverty-stricken rural population realize sustainable anti-poverty in those areas becomes a major project to be urgently solved in this new times.With reference to sustainable livelihood analysis method and feasible capacity theory and so on,this paper puts forward a new analysis frame:to persist on the basic notion of taking people as the center and sharing the development together to push forward the poverty-stricken people to relieve sustainable anti-poverty;to aim at the“qualitative leap”to reduce the poverty population so as to improve their fragile setting as premise;and to pay great attention to the continuous expansion of the livelihood capital of the poverty population so as to increase their own developing capacity as key chain.Through innovating diversified poverty governance entity and poverty governance mechanism,the governance goal of China’s rural poverty problems can be realized in new times.
