Top-level design and construction of modernized ecological-friendly irrigation districts by diverting water from Yellow River in Ningxia

以宁夏引黄现代化生态灌区为例,梳理了其顶层设计中的建设主旨与特征、基本原则、标准与目标,在此基础上进一步分析了宁夏现代化生态灌区的建设内容,包括工程建设、水生态及水文化建设、灌区信息化建设、体制机制改革与管理服务建设等方面,以期为国内其他地区建设现代化灌区提供参考借鉴。

By using modernized ecological-friendly irrigation district diverted water from Yellow River in Ningxia as an example,the main themes and characters,basic principles,standards and objectives are defined for top-layer design and construction.Based on the above,the construction contents of modernized ecological-friendly irrigation district are discussed,including structures,water ecology and water culture,information system,institutional system reform and management and services.It is expected to accumulate valuable experiences from the case study that can be learned by other large and medium irrigation districts in China.
