Adhering to China's Nuclear Safety Outlook and New Development Concept,and Planning for and Promoting the Safe and Efficient Development of Nuclear Power

核安全观及新时代我国坚持和发展中国特色社会主义的基本方略,为我国规划引领核电安全高效发展,提供了极其重要的思想利器和实践指南。本文结合我国核电及相关领域"十三五"发展规划及发展实际,强调核安全是核电发展的生命线,重点阐述了创新是引领核电发展的第一动力、协调是核电持续健康发展的内在要求、绿色是核电发展的必要条件和发展优势的重要体现、开放是核电可持续发展的必由之路、共享是我国核电发展的本质要求等内容,并积极探索了"十三五"及今后更长时期,核安全观及新发展理念,在谋划我国核电发展的新模式、新格局、新态势,以及破解核电发展难题、补上发展短板、增强发展动力、厚植发展优势等方面的重要指引作用。

China s outlook on nuclear safety and the basic strategy for adhering to and developing socialism with Chinese characteristics in the new era provide a very important ideological tool and practical guide in planning for safe and efficient development of nuclear power.Considering the 13th Five-Year Plan and the actual situation of nuclear power development in China,it is emphasized that nuclear safety is the lifeline of nuclear power development,and it is also expounded in this paper that innovation is the source power for nuclear power development,coordination is the inherent requirement of sustainable and healthy development,green development is the necessary condition and an important embodiment of its development advantages,opening up is the only way for sustainable development,and sharing is the essential requirement of development.It is also actively explored the important guiding role of China s nuclear safety outlook and new development concept in planning for new mode,new pattern and new situation,addressing difficulties,improving development short board,enhancing the development momentum,and greatly maintaining the development advantage of nuclear power development in China during the 13th Five-Year Plan or even longer period.
