产业援疆与人才援疆良性互动发展研究——以大连市对口支援八师石河子市为例

On the Virtuously Interactive Development of Dalian's Industrial Assistance and Talent Aid to Xinjiang

产业结构转型升级和人才结构优化是相互影响、相互制约的互动关系。以大连市对口支援八师石河子市为例,根据产业结构与人才结构的一般规律,揭示了产业援疆与干部人才援疆的互动关系,认为产业援疆必须同步优化人才结构,解决高层次人才紧缺问题。在此基础上,提出了进一步完善干部人才援疆体制机制的建议。

The relationships between the upgrading of industrial structure and the adjustment of talent structure are interractive and restrict each other.Taking Dalian’s assistance to Shihezi city as an example,the paper reveals the virtuously interactive relationship between industrial assistance and talent aid to Xinjiang according to a general rule of industrial and talent structures,believing that industrial assistance to Xinjiang needs to optimize the talent structure to solve the shortage of senior personnel while promoting the upgrading of Shihezi city’s industrial structure.On this basis,it puts forward some suggestions to further improve the mechanism of talent aid to Xinjiang.
