新时代中国边疆治理的新思路新实践

New Thoughts and New Practice of Chinese Borderland Governance on New Era

自党的十八大以来,中国已形成了新的边疆治理体系;认为新时代中国边疆治理体系的特点是一个核心,两大目标和三大格局:一个核心——"治国必治边"的重要思想;两大目标——维护边疆地区的发展与稳定;三大格局——边内治理、边疆治理与边外治理的结合;新时代的中国边疆治理体系是当今中国特色社会主义的重要内容,也是当代马克思主义中国化的重要理论成果;在新时代中国边疆治理体系的指导下,党中央在边疆治理实践方面开创进取,因地制宜地制定了相关边疆区域发展战略;重塑了中国边疆的历史社会地位,使之成为中国对外开放的"核心区""枢纽""窗口"和"支点"。

The 19th National Congress of the Communist Party of China pointed out that the construction of socialist cause in our country has entered into a new era.The central committee of CPC has formed a series of new system and new practice on Chinese borderland governance,which is the main content of socialism with China′s characteristics and the important theoretical achievements of the localization of Marxism in China.This article summarized the characters and contributions of the China′s borderland governance system and practice,which can be concluded in four aspects:first refigured the borderland governance system;second adjust the development strategy on borderlands;third redefined the status of the borderland areas;forth built multiple levels on borderland governance.
