略论“基本政治制度”与政协委员的政治担当

On “Basic Political System” and the Political Role of the CPPCC Members

人民政治协商制度作为"基本政治制度",是完全符合中国国情、民情以及适应中国悠久传统历史文明与世界性现代文明间传承启合、互补促进的最佳"耦合点"。这一"基本政治制度"所囊括的一切体制、机制以及她的运行机理、工作程序,都决定了拥护执政党领导才是人民政治协商制度基本的、全部的内涵。因而,政治担当必然成为政协委员的第一要务。政协委员要在常态化的政治协商、民主监督、参政议政"平台"上发挥应有的作用,就要有"上为执政党谋事、下为老百姓解忧"的情怀。所以,"肯说、能说、会说、敢说",就应当是政协委员具备的起码特质。

As the“basic political system”,the Chinese people’s political consultation conference is the best“coupling point”that fully conforms to China’s national conditions,public sentiments,and adapts to the long tradition,historical civilization,and modern civilization of the world.All the systems and mechanisms covered by this“basic political system”and her operating mechanism and working procedures have determined that supporting the leadership of the ruling party is the basic and complete connotation of the people’s political consultation system.Therefore,political play has become the first important affair for CPPCC members.The CPPCC members must play their role in the normalization of political consultations,democratic supervision,and participating in the administration of state affairs.It is necessary to have feelings of“resolving problems for the ruling party and worrying for the common people.”Therefore,willing and daring to express should be the minimum qualities of the CPPCC members.
