探析新中国成立初期云南的禁烟禁毒斗争

A Preliminary Study of the Ban on Tobacco and Drugs in Yunnan Province in the Early Years of New China

新中国成立初期,云南烟毒呈现泛滥趋势,严重影响社会经济发展。面对严峻的烟毒形势,云南省按照中央和西南局统一部署,从云南实际出发,制定和实施一系列行之有效的措施,持续开展了声势浩大的禁烟禁毒斗争。在较短的时间里,从源头上基本禁绝鸦片烟毒在云南的传播与危害。云南省禁烟禁毒获得成功的主要原因在于:领导重视,组织高效;因地制宜制定禁烟禁毒工作的政策和法规;广泛深入开展宣传教育,充分发动和依靠人民群众;禁烟禁毒工作与其他社会改革配合进行;坚持"慎重稳进"方针,逐步解决少数民族地区烟毒问题。

In the early years of new China,tobacco and drugs overflew in Yunnan province had been affecting the social and economic development.Facing the severe situation of tobacco and drugs control,the Yunnan Provincial People’s Government conformed to the unified deployment of the CPC Central Committee and the Southwest Bureau in accordance with local conditions,continued to carry out large-scale fighting against tobacco and drugs.In a shorter time,the government banned on tobacco and drugs from the source to spreading and set up the public of non-drug province.The main factors that contributed to the success of banning tobacco and drugs in Yunnan province were as follows:the government attached importance and organized effectively,adopted the laws and regulations against tobacco and drugs according to circumstances,extensive and in-depth publicity was given to the campaign and fully mobilized and relied on the masses,the struggle worked in conjunction with other social reforms,gradually solved the problem of tobacco and drugs in ethnic minority areas.
