新医改背景下浙江省社会资本办医发展状况研究

Research on Development of Social Capital in Health System in Zhejiang Province with Context of New Health Reform

目的:以民营医院为例分析新医改对浙江省社会资本办医的影响,为推动其发展提供参考依据。方法:通过查阅浙江省和全国统计年鉴收集并分析数据。结果:浙江省常住人口医疗服务需求旺盛,每人每年诊疗人次数约为全国平均水平的2倍。2010-2015年省内民营医院的机构占比增长了18.08%,略低于全国水平,但民营医院床位数占比增长比全国水平高出1.97%。省内社会资本办医疗机构逐渐从基层医疗机构转向医院,而民营医院类别仍以专科医院为主,占比近50%。省内民营医院的总诊疗人次数和入院人次数占比无论是数量或是增长速度均落后于全国平均水平。结论:新医改后浙江省应引导社会资本办医,发展高水平、上规模的医疗机构。省内民营医院服务能力有待提升,建议与公立医疗机构差异化竞争,建立完善的监管机制。

Objective:Taking private hospital as an example to analyze the impact of new health reform on the health institutions launched by social capital in Zhejiang Province to provide reference for promoting its future development.Methods:The data were collected from Zhejiang and National Statistical Yearbooks.Results:Residents in Zhejiang Province had a great demand for medical services.The annual number of visits per person was about twice as many as national level.The proportion of private hospitals in Zhejiang Province had an increase of 18.08%in 2010-2015 which was lower than national level.The proportion of private in-patient beds showed an opposite result.It had an increase of 1.97%higher than national level.The social capital in Zhejiang Province shifted from primary health care institutions to hospitals.Local private hospitals were mainly composed of specialized hospitals accounting for 50%.Both the proportion of total number of visits and its growth rate in private hospitals in Zhejiang fell behind the national level.The same results were found in hospital admission.Conclusion:After the new health reform,Zhejiang Province continued to promote social capital to invest in larger and demand-oriented health institutions.Although the allocation of private hospitals in Zhejiang Province had increased,the service capacity had not been improved synchronously.It was suggested that we should pay attention to market segmentation,deepen demand and differentiate competition from public health institutions,and improve supervision mechanisms.
