试论隋唐义仓的设立及变造始末

On the Establishment and Transformation of Welfare Storehouses in the Sui and the Tang Dynasties

义仓作为一种民间的灾荒应对储备,在隋唐的救荒史中发挥了重要作用。但自义仓出现之时,各种针对义仓的侵吞、变造行为也相伴而生。义仓能否切实发挥作用,对国家能否安定有着重要的影响。在政治清明之时,义仓往往能按照制度正常运作,起到赈灾作用;在动荡的时代,君主经常会因财政问题而动用义仓,给国家增加了许多不稳定的因素。

Welfare storehouse,as a folk storage against natural disasters,played significant roles in the Sui and the Tang Dynasties to deal with natural disasters.However,when welfare storehouses appeared,various behaviors such as illegal occupation and transformation appeared as well.Whether welfare storehouses could really play their roles was of great influence on national stability.When the country was ruled with political correctness,welfare storehouses could run according to systems,while in uneven times,emperors would depend on welfare storehouses to deal with financial difficulties,causing many unstable elements to the country.
