扩员背景下对上海合作组织的再认识

在扩员背景下,上合组织需要明确几个关键点:一是上合组织的最大价值就是为地区提供了安全稳定的环境与和谐互信的氛围,所有成员国都应珍惜。二是上合组织是地区性组织,但地区属性不够清晰,需要分层次重新"划界"。三是应未雨绸缪,对开除和退出机制进行细化,以震慑不守规矩的行为,这是对上合组织最好的保护。四是上合组织面临的内外形势都在发生变化,未来工作的重心应放在安身立命的维护地区安全上。在极端分子回流,来自阿富汗毒品、极端势力威胁的背景下,上合组织关注的重点区域仍是中亚。经济合作有被边缘化的可能,为此需要在经济合作中与时俱进,在先行一步的交通、海关便利化方面深入抓落实;挖掘各方矛盾少、易合作的领域;不应放弃自由贸易安排,可考虑探讨建立"小多边"自由贸易安排。上合组织的吸引力之一就是大小国家一律平等,而重大问题协商一致是主要标志。没有必要修改上合组织协商一致这一最基本原则,可通过分层解读、灵活适用的方式,保持组织的决策效率。

Under the background of enlargement,the SCO need to clearify some key points:firstly,the maximum value of the SCO is to provide a safe and stable regional environment and harmonious atmosphere of mutual trust,which should be treasured by all member states;secondly,the SCO is a regional organization,but the regional property is not clear enough and needs to be redemarcated;thirdly,the SCO should refine the dismiss and exit mechanism to deter the disorderly conduct,which will be the best protection for the SCO;fourthly,the internal and external situation of the SCO facing is changing,and the focus of future work should be on maintaining regional security.In the context of the return of extremists,Afghanistan's drugs and extremist forces threat,the SCO’s focus still is on Central Asia.Economic cooperation has the possibility of being marginalized.Therefore,it is necessary to keep pace with the times in economic cooperation and carry out in-depth implementation in the first step of transportation and customs facilitation.To excavate the areas of less conflict and cooperation;free trade arrangements should not be abandoned and the establishment of a"small multilateral"free trade arrangement should be considered.One of the attractions of the SCO is that all member states are equal,while consensus of major issues is the main indicator.There is no need to modify the most basic principle of the SCO consensus,which can keep the decision-making efficiency through a layered interpretation and flexible application.
