中国城乡规划教育状况和改革思考

REFLECTIONS ON THE EDUCATIONAL SITUATION AND REFORM OF URBAN AND RURAL PLANNING IN CHINA

城乡规划教育改革肩负着国家城乡空间治理体系和治理能力现代化的历史重任。当前,城乡规划教育已经形成了理工兼备、东中西协调、课堂与实际相结合的发展格局,有力支撑了我国城乡规划人才的培养和事业的发展。随着我国城镇化的快速推进,城乡规划教育也凸显出理论教育落后于时代发展要求、实践教育脱节产研管环节、方法教育缺乏针对性、职业道德教育存在空白区、交叉教育严重不足等现实问题。为适应十八大以来城乡规划发展的新要求、新形势和新使命,本文提出了加强交叉学科融合,培养"一专多能"的复合型人才;构建学、研、产、管一体化发展格局,形成理论、实践、方法统筹发展的教育体系;推进城乡规划专业职业道德教育的规范化;加强国际、校际人才培养交流等改革建议。

The reform of urban and rural planning education shoulders the responsibilities of historical task of national urban and rural spatial management system and modernization of governance ability.Presently,urban and rural planning education has formed a development pattern of science and engineering combination,East-Middle-West coordination,classroom and practical combination,which is a strong support for personnel training of urban and rural planning and career development.With the rapid development of urbanization in our country,urban and rural planning education reveals the problems of theoretical education behind the development requirements of the times,practical education out of line with production,research and management,method of education lack of relevance,a blank area of professional ethics education and inadequate cross education.In order to adapt to the new requirements,new situation and new mission of urban and rural planning since 18th CPC National Congress,this paper puts forward to strengthen the interdisciplinary integration and cultivate"one professional with variety abilities"compound talents;to build a integration pattern of learning,research,production and management;to promote the standardization of professional ethics education in urban and rural planning;and to strengthen the international and inter-school talents training and exchange and other reform proposals.
