二十世纪二十年代,宁波地区的地方自治再起,各县于1922年陆续成立了县议会。但是在议员的选举中诸如贿选﹑作弊等问题不断,而在县议会运作过程中更是暴露出内部派系林立,议案数量少与质量差等问题。以上县议会存在的种种问题说明基层民主建设任重而道远。

In 1920s,the local autonomy revived in Ningbo and every countries set up its county councils.However,there were lots of problems such as bribery and cheating arising.The County Councils had various factions and meanwhile few bills could be passed by the County Councils and the bills passed were poor in quality.The problems indicated that China's grassrooted democracy had a long way to go.
