摘要
基于2010~2015年我国省级面板数据,采用DEA模型,测算了我国29个省和直辖市高新技术产业技术创新的综合效率、规模效率和纯技术效率,并分析了2015年非DEA有效地区创新投入的冗余和产出不足情况.研究发现,总体来看2010~2015年我国高新技术产业的技术创新效率逐步提高,尤其是全国规模效率均值达到0.909,大多数省份接近DEA有效;但是,综合效率均值为0.697,纯技术效率均值为0.773,均没有到达DEA有效,还处于低效率状态,并且存在着较为显著的地区差异.因此,"十三五"我国高新技术产业技术创新效率还有很大的提升空间,应着力发挥政府引导作用,合理配置创新投入资源,完善技术创新激励政策.
China's inter provincial panel data of 2010~2015 based on the DEA model,calculates the comprehensive efficiency of 29 provinces and municipalities in high-tech industry technological innovation scale efficiency and pure technical efficiency,and analyses of the 2015 non DEA effective area of innovation input redundancy and output deficiency condition.The study found that,overall,from 2010 to 2015,China's high-tech industry technological innovation efficiency gradually increased,especially the average scale efficiency reached 0.909,with most provinces close to DEA.However,the comprehensive efficiency value was 0.697,the average pure technical efficiency of 0.773,which did not reach the DEA effectively,but also were in a state of low efficiency and there existed a significant difference.Therefore,to reach the“13th Five-Year”technology innovation efficiency of high-tech industry in China,there is still much room for improvement,the guiding role of the government,the rational allocation of innovation resources,and the technology innovation incentive policies are to be put in important place.
