Legislation plays a major role in constructing the socialist country law.Getting legislative power is the inherent demand of the local autonomy in a city with districts.It is necessary to establish a mechanism of local legislation that taking National People’s Congress as the leading,abide by the idea of people-based and the legislation for the people.Under the principle of combination of legislation,modification,abolition and explanation,it should lay down the law,according to the local actual development,to strengthen the construction of democratic legislation under the advantage of professional talent,to innovate local legislation between expansion and contraction,and aim at local improvement.
