洱海流域森林生态效益补偿机制研究

Study on Forest Ecological Benefit Compensation Mechanism in Erhai Lake Basin

目前洱海流域森林生态效益补偿机制尚不完善,存在补偿资金来源有限,补偿标准不尽合理,补偿形式单一等问题,指出政府要强化生态建设和保护责任,构建森林价值评估体系和补偿标准,拓宽森林生态效益补偿渠道,建立健全完善的森林生态效益补偿法律法规等对策和建议。

The compensation mechanism of forest ecological benefit in Erhai Lake Basin was not perfect.There were some problems,such as the limited source of compensation funds,unreasonable compensation standard,single compensation form and so on.Some countermeasures and suggestions were pointed out that the government should strengthen ecological construction and protection responsibility,construct forest value assessment system and compensation standard,broaden the forest ecological benefits compensation channels,establish and improve the forest ecological benefit compensation laws and regulations.
