地方行政权力清单制度实施效果研究——基于民众评价的调研分析

从民众对行政权力清单制度实施效果的反馈来看,行政权力清单制度实施已经受到社会的广泛关注,民众对行政权力清单制度普遍有所了解,行政权力清单制度取得了一定成效,民众的认可度与满意度较高。但是,地方政府在实施权力清单制度过程中还存在民众认知不全、信息公开不足、民众获得感不高等问题。应当坚持以人民为中心的理念,从民众的需要出发,进一步扩大行政权力清单制度的宣传力度,提高行政权力清单制度改革的民众参与度,提高政府信息公开水平,不断扩大行政权力清单范围,提升行政权力清单制度实施的效果和公众的满意度。

From the public evaluation on the implementation effect of administrative power list system,the implementation of the executive power list system has attracted extensive attention from the public.The executive power list system has achieved certain results:high recognition and satisfaction of people.However,in the process of the implementation of the power list system,the local government still has some problems,such as the lack of knowledge of power list system and information disclosure,and the lack of people’s sense of gain.We should adhere to the people-centered concept,starting from the needs of the people,to further expand the list of administrative power system publicity and administrative power list system of public participation,improve the level of disclosure of government information.Meanwhile,we should expand the scope of the implementation of the list of administrative powers to enhance the effect of the executive power list system and improve public satisfaction.
