基层社会德治与法治的融合机制探索——以宁波市石碶街道为例

Exploration on the Construction of the Integration Mechanism of the Rule of Virtue and the Rule of Law in the Grass-roots Governance:A Study of Ningbo Shiqi Sub-district

我国基层社会治理面临着任务繁重、安全防控压力大、治理能力不足的难题,破解难题的最佳方式便是德治与法治相融合。宁波市在基层社会治理中既注重发挥法治的核心作用,又注重发挥德治的支撑作用。通过德治与法治的融合机制建设,既从源头上减少了基层社会治理的安全防控压力,又有效地提升了基层社会治理的能力,取得了良好的社会效果。

The grass roots governance in China is faced with many problems,such as heavy tasks,high pressure of security and prevention and control,and lack of governance capability.The best way to solve problems is to integrate rule of virtue with rule of law.How to build the integration mechanism between the rule of virtue and the rule of law in the grass-roots social governance is a subject worth exploring.The beneficial attempt of Ningbo City Shiqi sub-district which paid much attention to the core role played by the rule of law and to the supportive role played by the rule of virtue has achieved remarkable results.
