日本多重治理结构下的区域创新政策研究

Japan's Regional Innovation Policy under the Multi-leveled Management Structure

经济全球化和跨国创新网络的形成和发展,对日本传统的创新模式带来了巨大挑战。与国家创新政策相比,区域创新政策更加灵活,更适合依据区域的不同特点进行调整,因而更适于应对全球技术创新领域的竞争。日本正由更多依赖国家创新,向依靠区域创新和构建创新体系转变。日本通过完善包括知识集聚示范区在内的区域创新模式、政策工具,以及合理分配在多重治理结构下区域创新管理机构的管理权限和责任,实现了不同创新主体之间的互动与合作,缩小了与全球技术创新水平及区域技术创新水平的差距,促进了日本创新能力的提升。

The globalization and transnational innovation networks have brought great challenges to the traditional Japanese innovation pattern.Compared with national innovation policy,regional innovation policy is more flexible in adjusting with different situation in the region,and is more appropriate for the competition in the field of global technological innovation.For that reason,Japan has shifted its reliance from national innovation policies to regional innovation policies and innovation systems.By improving regional innovation policy pattern such as forerunner areas of knowledge agglomeration,policy tools and reasonable allocation of management authority and responsibility of regional innovation policy in Japan under the multi-leveled government,Japan has promoted the interaction and cooperation between different innovative institutions and narrowed the gap between the level of global technological innovation and the level of regional technological innovation,which improves Japan’s innovation ability.
