排污权交易趋势对我国生态发展的思考

摘要 排污权交易市场的应用对我国生态环境的改善有着不可估量的作用,相较于传统的管理模式在降低监管成本、提升环境治理效率方面排污权交易体系优势明显并具备经济发展等潜力。考虑到我国正处于经济发展的初级阶段,市场经济体制与一些发达国家相比有着明显的特殊性,此外,我国的法治体制尚不完善,导致了现阶段排污权交易市场在生态环境保护的作用不能完全显现。由于排污权交易体系的运行与市场环境、法治制度紧密关联,因此加强相关制度的完善,对真正体现排污权交易体系的优越性意义重大。重点讨论排污权交易趋势的发展对我国生态环境的影响,为今后健全排污权交易运作流程及运行环境提供指导。 The application of emission trading market plays an inestimable role in the improvement of ecological environment in China.Emissions trading system has obvious advantages over traditional management mode in reducing regulatory costs and improving environmental management efficiency and it possesses the potential for economic development.Considering that our country is in the initial stage of economic development,the market economy system has obvious particularity compared with some developed the capitalist countries.In addition,the rule of law system in our country is not yet perfect,which leads to the function of the market of emission trading in the ecological environment can not be protected completely.As the operation of the emission trading system is closely linked with the market environment and the rule of law system,strengthening the relevant system is of great significance to the actual reflection of the superiority of the trading system of emission rights.This article will focus on discussing the impact of the development of emissions trading trends on the ecological environment in China,and provide guidance for the future sound operation of the trading system and operating environment.
